In the towns, yes. On a cruise, only on the boat's Wi-Fi. Baltra, most of Santa Cruz including Puerto Ayora, San Cristóbal's Puerto Baquerizo Moreno and parts of southern Isabela have mobile coverage, and Claro is rated the best network there. Once a cruise leaves port the signal is gone, and most visitor sites have none.
