Near the gates and the main camps, yes. Out in the reserve and at the river crossings, often not. Travel guides describe good 4G around the Sekenani, Talek and Oloololo gates and at the main camps of the Masai Mara, with patchy or no signal across much of the reserve, the western Mara Triangle and near the river crossings. The northern conservancies are said to do a little better.
