In Uyuni town and at Colchani, yes. Out on the salt flat and on the southern circuit, do not count on it. Tigo, the network our Bolivia eSIM uses, lists 4G in Uyuni and Colchani, the village at the edge of the salar where most tours stop first. Beyond that, neither Tigo's list nor crowd-sourced measurements show Tigo coverage: not at Isla Incahuasi, not in the middle of the salar, and not on the Lipez circuit to Laguna Colorada.

Entel, Bolivia's state operator, has measurements further south, at Villa Alota and Villa Mar, so on the three-day tour a local Entel SIM reaches places Tigo does not.
Wi-Fi and power on the tour
The hostels on the southern circuit have little: travellers report Wi-Fi that barely works, paid Wi-Fi in some salt hotels, and electricity only in the evening. Treat the tour as two or three days offline.
